Anyone can be a member of an impact group. To join a group you will need to be active in a discussion space that commits to doing an experimental project. Since impact groups are self organizing there is no application or approval process.
Although there is no joining process, the active members can ask you to leave the group if you do not contribute to the groups objective or act in any way that is disruptive.
